Armenia freezes normalization protocols, Turkey mulls response

The Armenian parliament halted ratification of the Turkish-Armenian normalization protocols on April 22, accusing Turkey of refusing to ratify the accords “without preconditions and in a reasonable timeframe.” Armenian officials said the freeze would last until Turkey ceased conditioning normalization on the Karabakh peace process. Turkey’s Foreign Ministry stated it was evaluating the Armenian statement and planning its response.  

Turkey has also criticized Armenia for conditioning the protocols on recognition of the 1915 eastern Anatolian events as ‘genocide.’ The Turkish response will likely be tempered by the approach of President Obama’s April 24 remarks on the 1915 events.
