Constitutional amendment touches previously untouchable military

On April 24 the Turkish parliament passed Article 125, mandating that all Supreme Military Council (YAS) decisions to dismiss military officers be open for judicial review. The twice yearly YAS meetings are when the Turkish military and government decide on promotions and retirements. Officers dismissed at such meetings currently have no means to appeal the decision.

The passage of this Article and the upcoming vote on Article 16, which would provide for military personnel to be tried in civilian courts for non-military related crimes, are evidence that the Turkish military is increasingly coming under civilian control.
